The diplomatic relationship between the Kingdom of Saudi Arabia and the Republic of the Philippines was established in 1969, when the Kingdom appointed Yousef Abu Bakr as a non-resident Ambassador of the Republic of the Philippines to the Kingdom of Saudi Arabia. In 1972, the Kingdom of Saudi Arabia opened its Embassy in the Philippines and appointed Ambassador Aqeel Mohammed Al-Aqeel as the Kingdom's first Ambassador to the Republic of the Philippines. In 1973, the Republic of the Philippines appointed Ambassador Liningding Pangandaman as its first resident ambassador to the Kingdom of Saudi Arabia.
The diplomatic relations between the two countries grew after the official visit of the Custodian of the Two Holy Mosques King Salman Abdulaziz Al Saud, when he was the Prince of the Riyadh region, to Manila in April 1999. It is considered as a first visit of the highest Saudi official to the Republic of the Philippines. It contributed to strengthening bilateral relations between the Republic of the Philippines and the Kingdom of Saudi Arabia to new heights, and this visit resulted in the culmination of the bilateral partnership between the two countries.
