CALAPAN CITY, Oriental Mindoro: Despite the existence of an enabling law, 14 towns in the island of Mindoro have no Indigenous Peoples Mandatory Representatives in respective legislative bodies.

Under the Indigenous Peoples Rights Act (IPRA), municipalities with existing indigenous cultural community (ICC) or indigenous people (IP) settlements are required to appoint or elect an IP representative to the sangguniang bayan (municipal council). Under the same law, an IP representative to the sangguniang panlalawigan (provincial board) is also required.
