SENATE President Pro-Tempore Ralph Recto on Monday expressed his appreciation to the Committee on Higher, Technical and Vocational Education chaired by Sen. Emmanuel 'Joel' Villanueva for prioritizing Senate Bill (SB) 2111, an act declaring the Batangas State University (BSU) as the national engineering university.

Villanueva, chairman of the Senate Committee on Higher, Technical and Vocational Education, presided over the hybrid hearing on 28 House bills and 10 Senate bills, which seek the conversion and establishment of several state universities and colleges (SUCs).
