THE great experiment of the government's new 'granular lockdown' strategy begins today in Metro Manila. We believe that implementing the strategy is the right call and in fact should have been done much earlier than now. However, the relief business owners, workers and ordinary citizens must feel at having the heavy burden of broad lockdowns finally lifted must be mixed with a bit of apprehension about whether it will achieve its objective to allow most normal activity to continue while keeping the spread of Covid-19 in check.
