Concerned authorities should consider imposing stiffer penalties to guard against those who will misuse or produce fake unified vaccination certificates because such fraudulent acts could endanger public safety, Sen. Sherwin Gatchalian suggested on Monday.

"We cannot avoid that some individuals may take advantage, thus as early as now, we have to think of measures to take in case the unified vaccination certificates will be misused for illegal undertakings," Gatchalian said.
