Duque and Concepcion should immediately resign

'NGAYON, kung si Duque inoffer to resign voluntarily, tatanggapin ko.' – President Rodrigo Duterte in a public address on Aug. 24, 2021.

With such a statement, the President was obviously giving Health Secretary Francisco Duque 3rd a graceful way out. What is keeping Duque from reading the writing on the wall? Duque should resign from his post immediately.
