DUE to lack of direct contact with the Soviets, it cannot be said that the Khmer Rouge hated the Soviets as much as they hated the Americans and the Vietnamese. In the early 1970s, the North Vietnamese were their erstwhile allies. (In the mid- to late 1970s when the Khmer Rouge were in full power, Vietnam was an ally - in the region - of the Soviet Union). The Khmer Rouge also hated at least some of their own Khmer "brethren" (to use the word inadvisedly) as well as the other ethnic groups so much that around one in seven or one in eight Cambodians in the mid- to late 1970s died (some of them being killed) as a result of the Khmer Rouge's policies and practices.
