THE latest Commission on Audit (CoA) report must have touched raw nerves, enough to make President Rodrigo Duterte who once signed an executive order mandating transparency in the executive branch to now order the agency to desist from publishing its findings.
The CoA must have revealed something sensitive enough to cause Health Secretary Francisco Duque 3rd to suffer a meltdown not just once when he tearfully defended his agency at the House of Representatives, but twice when in an obvious state of distress, he forgot to turn off his microphone in the Senate and admitted to being in a state of confusion enough for Sen. Richard Gordon to advise him to seek the help of a mental health professional.
