THE NCR Plus area, which includes the National Capital Region and four adjoining provinces, was placed under enhanced community quarantine (ECQ) again from August 6 to 20. The ECQ is the highest and supposedly strictest level of community lockdown.

But is there a lockdown at all? It seems not, considering the volume of exemptions and authorized persons outside of their residences (APOR). This is even compounded by the fact that there are several quarantine violators and unauthorized persons outside of their residence (UPOR) who are able to roam freely during these times.
