President Duterte on Monday night said he has ordered two government agencies to take charge of the distribution of financial aid in a city in Metro Manila as he criticized its mayor for having a "disorganized mind" and for being inefficient, among others.

In his weekly late night television address, the President said he directed the Department of the Interior and Local Government and the Department of Social Welfare and Development to take over the aid distribution "until it learns its lesson."
