GEN. Guillermo Lorenzo Eleazar, chief of the Philippine National Police (PNP), allowed protesters to march along Commonwealth Avenue in Quezon City to express their dissent against President Rodrigo Duterte who is set to deliver his last State of the Nation Address (SONA) at the Batasan Pambansa Complex on Monday afternoon.
Armed with a megaphone, Eleazar ordered police to man and secure the national-highway against possible disturbances.
