SENATE President Vicente "Tito" Sotto 3rd declared the presence of a quorum as Sen. Ronald "Bato" dela Rosa led the prayer on Monday at the opening of the 3rd regular session of the Senate, hours before President Rodrigo Duterte's State of the Nation Address (SONA).
Aside from Sotto and dela Rosa, those who were physically present were Senate Majority Leader Juan Miguel "Migz" Zubiri, Senate Minority Leader Franklin Drilon, Senators Panfilo "Ping" Lacson, Sherwin Gatchalian, Christopher Lawrence "Bong" Go, Francis Tolentino, Emmanuel Joel Villanueva, Ana Theresia "Risa" Hontiveros, Pilar Juliana "Pia" Cayetano, Maria Lourdes Nancy Binay, and Ramon "Bong" Revilla.
