TWO towns in the province of Isabela have received funding from the Philippine Amusement and Gaming Corporation (Pagcor) for the establishment of multi-purpose evacuation centers (MPECs). One is in Barangay Marcos in the town of Roxas and the other is in Barangay San Fabian in the town of Echague.

Many houses were submerged in floodwaters during the onslaught of Typhoon Rosita in October 2018 and during heavy downpour when the Siffu River swells and cause immense flooding in nearby communities. Residents of Barangay Rizal are regularly moved to temporary shelters during the rainy season.
