THE government should have fully vaccinated at least "3 million" people in the National Capital Region (NCR) or Metro Manila before it could say that the inoculations had helped reduce the spread of the coronavirus disease 2019 (Covid-19), an official of the independent OCTA Research said on Saturday.
At the same time, Professor Guido David, the group's senior research fellow, cautioned the government against putting NCR under a modified general community quarantine (MGCQ) because "we are not out of the woods yet."
