TEMPERS flared between Senate President Vicente "Tito" Sotto 3rd and Sen. Cynthia Villar on Thursday over the issue of being physically present in the session hall -- which Villar apparently misunderstood.
The verbal tussle took place minutes after the Senate -- with an 11-8-3 vote -- rejected the ratification of the bicameral conference committee report on the disagreeing provisions on the proposed bill modernizing the Bureau of Fire and Protection (BFP).
