The relatives of the accused who attacked and severely injured my wife claimed that the former was clinically diagnosed as a feebleminded person. As such, they said the case that we filed would just be for naught since the accused was allegedly considered by law as exempt from criminal responsibility. Is it true that a feebleminded person is exempt from criminal responsibility?
