SC upholds Ombudsman's plea bargain deal with Garcia

THE Supreme Court has affirmed the plea bargaining agreement of the Office of the Ombudsman with convicted retired Maj. Gen. Carlos Garcia, former comptroller of the Armed Forces of the Philippines.

The high court ruled the Office of the Solicitor General (OSG) has no control over the Office of the Ombudsman, the latter being an independent constitutional body.
