THE First Leyte Engineering District Office (Fledo) of the Department of Public Works and Highways (DPWH) has appealed to municipal mayors in Leyte to strictly enforce their traffic or no parking ordinances in their respective areas of jurisdiction in order to ease the flow of traffic in the province. Fledo-DPWH District Engineer Johnny Acosta told The Manila Times that he has met with municipal mayors of Leyte and discussed with them the enforcement of the no parking ordinances in each municipality. Acosta said it is the function of the local government unit to enforce its ordinances because DPWH has no police power or mandate to enforce it. NESTOR ABREMATEA
