THE Commission on Human Rights (CHR) said Wednesday it will conduct an investigation into the death of 18-year-old Edwin Arnigo, who was killed in an operation conducted by the police in Valenzuela City over the weekend.
Arnigo was shot in an alleged "gun scuffle" on May 23, according to the local police, but his mother said he would not go near policemen because he was afraid of them.
