EIGHTY-FOUR percent of local government units (LGUs) have passed resolutions declaring communist rebels "persona non grata," proof they do not welcome the New People's Army (NPA) members and their communist ideology, the Department of the Interior and Local Government (DILG) said on Monday.

DILG Undersecretary Jonathan Malaya, who is also the spokesman for the National Task Force to End Local Communist Armed Conflict (NTF-Elcac), said the resolutions issued by the LGUs are a form of expressing "the voice of their constituents in our democratic system."
