ARSENIO Cruz-Herrera is considered to be the first Filipino mayor of Manila. He was born on Dec. 14, 1863 in Tondo to the couple Tomas Cruz and Ambrosia Herrera. He received his bachelor of arts degree from the Colegio de San Juan de Letran in 1880 and later enrolled at the University of Santo Tomas, attaining a licentiate in canon law and jurisprudence in 1889 and 1892, respectively.
During the period of the revolution, he was offered the post of war director but refused it; the post was instead given to Gen. Antonio Luna. Arsenio rather chose to manage the official government newspaper, “El Heraldo de la Revolución.” It was also through his efforts that the Universidad Cientifico-Literaria de Filipinas was established in 1899. It was here where he taught law.
