The decision to improve the electoral system of the Hong Kong Special Administrative Region (HKSAR) was passed at the fourth session of the 13th National People’s Congress (NPC) on March 11, 2021. Accordingly, I would like to take this opportunity to apprise you of the salient perspectives of the decision.
The political structure of the HKSAR, of which the electoral system is an essential component, is the prerogative of central authorities. The decision, which was made in accordance with the Constitution of the People’s Republic of China, the Basic Law of the HKSAR of the People’s Republic of China and the Law of the People’s Republic of China on Safeguarding National Security in the HKSAR, is fully constitutional and legal.
