In the transport sector, the Philippines needs to move to a service delivery model where local governments are in charge of organizing and delivering services to their constituents, while the national government sets policy and regulation and supports local authorities with capacity building and provide part of the financing. This is how the sector is organized in countries known for inclusive and sustainable mobility environments.
The guidance from the highest levels of government is abundantly clear. Under the National Transport Policy, local governments should assume greater accountability and responsibility for mobility outcomes. A transportation problem in a municipality is best handled by the relevant local government, rather than brought to the attention of Transportation Secretary Arthur Tugade or Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Martin Delgra.
