VOTE buying and nonobservance of basic health protocols marred the conduct of the plebiscite to ratify the division of Palawan into three separate provinces, according to a preliminary report by election watchdog National Movement for Free Elections (Namfrel).
In its preliminary report as an accredited arm of the Commission on Elections, Namfrel expressed alarm on Saturday over a verified incident of vote buying in the municipality of Brooke’s Point prior to plebiscite day.
