DEFENSE Secretary Delfin Lorenzana defended the Philippines’ decision not to join the naval drills in the South China (West Pilippine) Sea with allied countries in 2020 because it might put China in a bad light, but clarified that this did not mean that Manila was trying to “appease” Beijing.
