THIS relates to Sen. Panfilo Lacson’s (the chairman of the Senate Committee on National Defense) endorsement of the P19-billion budgetary allocation to end over half a century of communist insurgency. We understand P20 million will be allotted to each affected barangay and implemented through governors, mayors and barangay officials.
