BARELY a month after a series of destructive typhoons lashed the Bicol Region, the Philippine Amusement and Gaming Corporation (Pagcor) has bankrolled the construction of two multipurpose evacuation centers (MPECs) here to help mitigate the destructive impact of calamities in the province.
