Tuguegarao City Mayor Jefferson Soriano should have celebrated his birthday in his home city, not somewhere else, at the height of Typhoon “Ulysses,” the Department of the Interior and Local Government (DILG) said on Sunday.

Soriano will be summoned by the DILG to explain his absence from his constituency at a time when it was being lashed by the typhoon, according to DILG spokesman and Undersecretary Jonathan Malaya.
