MAPANDAN, Pangasinan: Completion of a P70-million road project here has been delayed by the replacement of the original contractor with another firm that seems to have cornered construction jobs in the third district of Pangasinan, according to the nongovernment Citizens Movement Against Corruption, Crime, Illegal Drugs and Gambling Inc.
