THE Integrated Bar of the Philippines Newsletter Pasig, Rizal, July 1977 (pages, 1 et seq.) contained my piece, in our occasional newsletter, “Sabah and Sober Second Thoughts.” In the time immediately following the infliction of martial law on Sept. 23, 1972, Justice Jose Benedicto Luna said our newsletter was the only free paper in the country.
What follows is a brief version of a longer article (which caused Sen. Lorenzo M. Tañada to call and honored me by inviting me to have coffee with him). The piece was titled, “Rush to Judgment? Where is the Sabah desk properly formed in the Department of Justice? May some of us please see it now?”
