Resigning does not absolve Philippine Health Insurance Corp. (PhilHealth) chief Ricardo Morales of liabilities that the investigations into the health insurance firm might uncover.

Palace spokesman Harry Roque Jr. said President Rodrigo Duterte’s acceptance of Morales’ resignation does not mean he has escaped accountability.
