SECRETARY Eduardo Año of the Department of the Interior and Local Government has reportedly contracted Covid-19 for the second time after being cured the first time around.

What does that say of the government’s efforts to contain the novel coronavirus by ordering people to wear masks, wash their hands frequently and observe social distancing?
