THE question in my title will probably annoy some readers. Like Interior Secretary Eduardo Año, who has declared that no country in the world can claim success against the coronavirus disease 2019 (Covid-19), perhaps to disguise the shortcomings of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), of which he is co-chairman.
