REGARDLESS of whether President Rodrigo Duterte will be addressing a live audience or a virtual one at the opening of Congress on Monday, July 27, it is a good thing that he and his staff still have one week to prepare his State of the Nation Address (SONA).
This will give him all the room necessary to fine-tune his policy message, address the nation’s travail under the coronavirus pandemic and design a full legislative agenda in consultation with congressional leaders.
