LAST May 16, the first day after President Rodrigo Duterte relaxed Cavite province’s quarantine status from modified enhanced community quarantine (MECQ) to general community quarantine (GCQ), residents there who spent a little more than two months staying home flocked to its malls, ignoring the minimum health protocol of physical distancing during this time of pandemic. This prompted Gov. Juanito Victor Remulla Jr. to close these establishments once again after only two days since the start of their official reclassification.

One main difference between the Philippine system of MECQ and GCQ is the types of establishments that are allowed to open. Under the general one, most business categories can fully resume their operations with the exception of certain sectors such as accommodation for guests, as well as dining in restaurants where occupancy is still pretty much limited. Barbershops and salons, however, remain closed because of the close physical contact that is entailed between their customers and service providers.
