THE National Intelligence Coordinating Agency (NICA) defended the controversial anti-terrorism bill, claiming that the Human Security Act of 2007 has not helped authorities in preventing terrorist attacks  in the country.

NICA Director General Alex Paul Monteagudo, in a virtual briefing on Wednesday, made this point, a day after Malacañang said President Rodrigo Duterte was "inclined" to sign the proposed Anti-Terrorism Act of 2020 despite strong opposition against the measure.
