The Pangilinan-led NLEX Corp. is making the 2.6-kilometer section of North Luzon Expressway (NLEX) Harbor Link operational on today (June 15, 2020), the first infrastructure project to open during the general community quarantine (GCQ) period.

'We were about 90 percent when we stopped the construction of this piece of road, we were locked down but never knocked out,' NLEX Corp. President and General Manager J. Luigi Bautista said during a virtual presser on Saturday.
