HEALTH Secretary Francisco Duque 3rd is in such an awkward situation in the middle of a pandemic in which he should be calling the shots. He appears to be working hard but it seems that to many, his best is not good enough.
As Health secretary, Duque chairs the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), which was created through Executive Order 168 on May 26, 2014. Yes, the IATF-EID is turning six years old on Tuesday.
