A Palace official created a way to help those not covered by government amelioration programs because they were not included in among those most in need of assistance.
Lawyer Michael Kristian Ablan, assistant secretary of the Presidential Communications Operations Office, created the Hating Kapatid Program (Sibling Sharing Program or HKP) that allowed those who were receiving a salary, either from the government or the private sector, during the lockdown to donate part of their pay to help those who were not able to receive any aid.
