HARRY Roque Jr., the Palace spokesman, said President Rodrigo Duterte could not certify the franchise renewal of ABS-CBN Corp. as urgent legislation because such an act would “promote” a private company. Yet, the problem is this: by refusing to issue a certification, the President will surely help promote market monopoly, the certainty that GMA 7 will have an outsized dominance of the television market. The noncertification will, in effect, promote the market interest of the only rival of the shuttered network as the other supposed competitors exist only on paper.
