THIS is an emergency article written to catch a deadline for inclusion in the souvenir magazine of the 2020 Secretary of Foreign Affairs Cup Golf Tournament. It culls some four decades of ideas, which crossed my mind while serving in the Department of Foreign Affairs and the foreign service. They are, therefore, as disparate as can be, but one may be able to spot some distinct views relevant or useful in considering today’s national and global developments.

1. There is no such thing as an “independent foreign policy.” It is a dream, an illusion or a mirage, from which nations like the Philippines should be roused. Philippine foreign-policy makers must wake up and meet the challenges of a very interdependent world in the pursuit of their national interests.
