PRESIDENT Rodrigo Duterte rightly formed the Inter-Agency Task Force (IATF) to address the coronavirus disease 2019 (Covid-19) pandemic, mobilizing and coordinating many state agencies in a multi-pronged campaign to contain and combat the contagion afflicting more than 2 million worldwide, and plunging the global economy into its worst recession since the 2008 to 2009 downturn or even the 1930s Great Depression.

As the government and the nation ponder the way forward after six weeks of Luzon lockdown or enhanced community quarantine (ECQ) on April 30, it is imperative that national leaders, public and private, correctly see that we face not one but two world crises — both demanding top-level, multisector attention and action: the planet-wide pandemic and the global recession.
