FORMER socioeconomic planning secretary Ernesto Pernia said on Monday that he hopes newly appointed National Economic and Development Authority (NEDA) acting Secretary Karl Chua will have an "independent mind."
“He's a very able economist, but I hope he will have an independent mind and also not just agree on anything," expressed Pernia in an interview on ANC.
