Payment of taxes in transfer of private property

Dear PAO,

A national road will be constructed in our municipality, and it was said it would go through my aunt’s land. The implementing agency offered to purchase my aunt’s property, and she is thinking about it. My aunt wants to know who will pay for the tax if she agrees to sell her property in favor of the national government.
