Duque should be more aggressive

HEALTH Secretary Francisco Duque 3rd should not wait for orders from his big boss in Malacañang, he can act on his own being President Rodrigo Duterte’s alter ego.

For example, Duque’s decision to make the Lung Center of the Philippines exclusively for coronavirus disease 2019 (Covid-19) patients was not his own.
