PANIC and chaos. These are two words that exemplify the first days of the community quarantine imposed in Metro Manila, later elevated to “enhanced” community quarantine for the whole of Luzon island.
There is confusion everywhere because of the absence of clear guidelines on how the quarantine would be implemented. In fact, there should have been a law that would have taken care of this situation. In the United States, lawmakers worked overtime on Friday night (March 13) to pass the Families First Coronavirus Response Act.
