PRESIDENT Rodrigo Duterte has ordered local government units (LGUs) to 'stand down' and abide by the Luzon-wide enhanced community quarantine guidelines set by the national government, or risk facing administrative cases.

In a video message released early Friday, Duterte told local government officials that they were part of 'one republic' and should thus follow the rules set by the national government during the lockdown.
