Cagayan: State of calamity calls for 13th month pay now

TUGUEGARAO CITY, Cagayan: Cagayan Gov. Manuel Mamba ordered the whole province of Cagayan placed under a state of calamity on Tuesday, a day after President Rodrigo Duterte declared an “enhanced community quarantine” over the entire Luzon, the country’s biggest group of islands.
