IF we’re lucky, the Dispute Settlement Body (DSB) of the World Trade Organization (WTO) may issue a ruling today on a 10-year-old trade complaint the Philippines has lodged against Thailand. If things go the way they usually do, however, it is just as likely that we will have to wait another few weeks or months or years for some relief.

Last Friday, the DSB suspended a meeting in which it was expected that the Philippines would be given the right to suspend import concessions to Thailand because of Thailand’s undervaluation of cigarettes exported by the Philippines. Thailand was able to stall the meeting by raising procedural objections to the adoption of the meeting’s agenda, which was rescheduled for today, March 5.
