ABOUT two weeks ago, World Bank President David Malpass crossed the bounds of propriety to openly criticize two of the bank’s peer institutions, the Manila-based Asian Development Bank (ADB) and the African Development Bank, which is headquartered in Abidjan, Côte d’Ivoire. Malpass singled out ADB in particular, accusing the multilateral development bank (MDB) of “pushing” billions of dollars in loans to Pakistan and essentially putting the economically challenged South Asian country in a debt trap.
